Former CEO of the National Entrepreneurship and Innovation Programme (NEIP), Kofi Ofosu Nkansah, has disputed claims by the current Chief Executive of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, that revenue growth at the Authority was solely due to his leadership. 

In a Facebook post on Friday, August 22, Mr Nkansah insisted that the credit for the recent increases should go to former Deputy Chief Executive of the DVLA, Prince Opoku Edusei.

Mr Nkansah accused Mr Kotey of being dishonest during a media interview when he suggested that he had not inherited any initiatives from his predecessor. 

According to him, the DP plate stickers project – which Mr Kotey has cited as the major driver of revenue growth – was conceived and completed under the previous administration, only awaiting issuance at the beginning of 2025.

Providing a detailed chronology, Mr Nkansah noted that in January 2024, the Ministry of Transport granted approval for the conversion of DP plates into stickers through digitalisation. 

He added that a vendor was subsequently procured, designs were finalised, and a committee was established in May 2024 to oversee implementation. 

By June 2024, an agreement had been signed with the manufacturers of the plates, and by November, training had been conducted for the police and other stakeholders in readiness for rollout.

Mr Nkansah stressed that all processes had been completed well before the assumption of office of the current DVLA CEO, who, in his view, merely implemented what had already been prepared. 

He maintained that the substantial groundwork laid by Mr Edusei was what has resulted in the improved revenues, and urged that due recognition be given where it is deserved.
