The Driver and Vehicle Licensing Authority (DVLA) of Ghana is set to introduce Biometric International Driver’s Licenses (IDLs) and Biometric International Vehicle Permits (IVPs) as part of efforts to enhance global recognition and compliance with international standards.
The initiative, announced by DVLA Chief Executive Officer, Julius Neequaye Kotey, in a post on his official Facebook page on Monday, October 13, 2025, aims to address challenges faced by some Ghanaian drivers abroad whose current international documents have been rejected in certain countries.
According to Mr. Kotey, the upgrade is in line with Ghana’s commitment as a signatory to the United Nations’ Vienna Convention on Road Traffic, which outlines uniform rules for international road users.
He explained that the new biometric documents will feature a bio-data page designed in accordance with ISO (International Organization for Standardization) specifications. This will make Ghana’s international driving and vehicle documents more secure, verifiable, and globally acceptable.
The rollout of the biometric IDLs and IVPs is expected to begin in 2026 at all DVLA stations across the country.
Mr. Kotey added that the introduction of these biometric documents marks a major step toward modernizing Ghana’s driver and vehicle documentation system and ensuring that Ghanaians living or traveling abroad can confidently use internationally recognized credentials.

The move aligns with the DVLA’s ongoing digital transformation agenda, which seeks to improve service delivery, security, and convenience for all road users.
