The completion of two public toilet projects in Kuli and Kuli-Dzogbefime, initiated approximately 12 years ago, has come under intense scrutiny following allegations of financial impropriety against Atsu Xenyo.

Xenyo, who also serves as an NPP branch coordinator in Kuli, a community in Dzodze, is accused of misusing GH¢60,000 allocated for the projects’ completion.
Allegations surface over unfinished projects
The public toilet projects, which saw bricks laid in manholes more than a decade ago, have remained incomplete, prompting concerns among local residents.
According to a local branch executive of the ruling National Democratic Congress (NDC) who requested anonymity, the issue gained traction when Xenyo reportedly sought financial assistance for their completion.
“We were at an NDC branch meeting when one of the executives said that Atsu Xenyo wrote a letter with estimates to James Klutse Avedzi, the former Ketu North MP, seeking his assistance to complete two public toilet projects in the area. He requested GH¢60,000 for the two projects,” the executive told YEN.com.gh.
This request was reportedly made about three months before the December 7 general elections.
Allegations over misappropriation of funds
The narrative continues with the alleged process of fund acquisition and subsequent lack of progress.
The NDC executive further recounted how the constituency chairman, Adrigbate, facilitated the release of the funds.
“One day, our chairman summoned us at the chief’s palace and handed a letter to Atsu Xenyo so he could go to the assembly to take the money,” the source revealed, indicating that the funds were indeed made available to Xenyo.”
The completion of the projects did not follow as expected.
Following the alleged receipt of the GH¢60,000, Xenyo’s commitment to the projects reportedly waned.
“After taking the money, he started to become reluctant. He only bought a few pipes and we don’t know what he used the rest of the money for,” the anonymous executive claimed, raising serious questions about accountability and transparency surrounding the use of public funds intended for vital community infrastructure.
The allegations suggest a significant portion of the money remains unaccounted for, leaving the public toilet projects in Kuli and Kuli-Dzogbefime in an unfinished state.
When contacted by YEN.com.gh, Atsu Xenyo refused to speak on the matter and instead directed that Seke, the Presiding Member of the Ketu North Municipal Assembly, be contacted for details as the issue is currently before the assembly.
Seke could not be reached for comments.
Meanwhile, in a recent radio program, Martin Amenaki urged residents of the two Kuli communities to take the matter to court.

Assembly members push for coordinating director’s transfer
Previously, YEN.com.gh reported that the South Tongu DCD, Setsoafia Kpenu, skipped a key parliamentary meeting, which angered assembly members.
The presiding member of the assembly, Mensah Kwaku Kudz, blocked an emergency meeting about the issue.
Assembly members stated that projects in the area had been ignored and wanted him transferred away as soon as possible.
