President John Dramani Mahama has appointed Clara B. Arthur as the Chief Executive Officer of the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), a subsidiary of the Bank of Ghana (BoG).
Mrs. Arthur’s appointment as the GhIPSS boss takes effect from Monday, September 1, 2025.

Mrs. Arthur, a digital financial services expert and former General Manager in charge of Business Development at GhIPSS, is well-equipped for this new role.
She is expected to bring a wealth of experience in finance and digital technology, with a proven track record in leadership.
Prior to this appointment, Mrs. Arthur held various leadership positions at Fidelity Bank Ghana, E Process International S.A., Ecobank Group, and in private consultancy roles, where she led teams to provide technical guidance and expert advice in IT and payment solutions.
BoG Governor expresses confidence in Clara
Speaking on the appointment, Dr. Johnson Asiama, Governor of the Bank of Ghana and Board Chairman of GhIPSS, expressed his confidence in Mrs. Arthur, stating that he expected her to bring a fresh perspective and strategic vision to her new role.
“We are confident that Mrs. Arthur will bring a fresh perspective and strategic vision to GhIPSS, and will help lead the institution into the next phase of growth and success,” he said.
Mrs. Arthur, for her part, shared her excitement about the opportunity to lead GhIPSS.
“I am honoured to step into this role at this pivotal time. It is more of a return for me, and I look forward to working alongside this talented team to continue the legacy of GhIPSS. Together we will continue to drive meaningful impact, embrace new opportunities, and shape a future in the payments industry that we can all be proud of,” she reportedly said.

What is GhIPSS?
The GhIPSS is a wholly owned subsidiary of the Bank of Ghana. It was incorporated in May 2007 with a mandate to implement and manage interoperable payment system infrastructures for banks and non-bank financial institutions in Ghana.
GhIPSS’ payment infrastructure is used by all banks in Ghana, including ARB Apex Bank and its affiliates (the apex body for Rural and Community banks), Savings and Loans Companies, and Third-Party Payment Services Providers (International Card Schemes, Mobile Money Companies, and Fintechs).
Clara B. Arthur’s family political connections
Mrs. Arthur is from a family with deep political connections within the ruling National Democratic Congress (NDC).
She is the sister of Joyce Bawah Mogtari, a Presidential Adviser and Special Aide to President Mahama.

Joyce Bawa dismisses Mahama third-term talks
Meanwhile, YEN.com.gh reported that Joyce Bawa Mogtari dismissed accusations that President John Mahama was plotting a third term, calling them a figment of the opposition’s imagination.
The NPP, through Alexander Afenyo-Markin, had alleged that Mahama’s judicial nominations were part of a grand third-term agenda.
Mogtari mocked the claims on Facebook, citing Mahama’s victory as proof of divine favour and public support.
