In a sweeping joint RICO operation, the Arlington Police Department, FBI Dallas Field Office, and the U.S. Attorney’s Office for the Northern District of Texas have charged 21 alleged members of the Arlington street gang “Kiccdoe” under the federal Racketeer Influenced and Corrupt Organizations (RICO) Act.

The arrests were carried out on November 6, 2025, after a multi-year investigation into violent gang activity across Arlington. Authorities say the suspects — aged 18 to 22 — are linked to a series of aggravated assaults, robberies, shootings, and drug-related crimes.

More than 180 criminal incidents involving alleged Kiccdoe members have been recorded since 2022. Local police, after multiple state-level arrests, partnered with federal agencies to pursue RICO charges aimed at breaking up the group’s network.

Among the 21 individuals charged, at least three have Ghanaian-identifying names, drawing notable attention within the Ghanaian community in the U.S. They include:

  • Dillen Opare, 20

  • Raphael Opare, 19

  • Michael Mensah, 18

The remaining individuals charged in the operation are:

Blake Scott (22), Bradly McArthur (21), Cortez Atkinson (18), Datraven Warren (18), DeMarco Westmoreland (19), Isaiah Wiley (21), Jakyla Totten (19), Jamarion Manogin (20), Jaylen Franklin (22), Joseph Hill (18), Kyron Oates (22), Lamarion Austin (21), Marcus Shaw (20), Sadedrick Wilson (21), Vernell Woods (19), Sir James Mack Williams (21), Chauncey Ross (22), and Keyshawn Burton (20).

Federal prosecutors say the coordinated effort represents a major step in dismantling the gang’s operations and reducing violent crime in the region.
